Mingalarbar and good morning, everyone.

Thank you for joining us this morning despite your busy schedules.

It’s great to see many familiar faces in the room – colleagues from Mekong Institute, representatives from different stakeholder groups including FAO, World Food Program, SBN, UNOPS, Myanmar Rice Federation, Myanmar Corn Industrial Association, Myanmar Livestock Federation, WWF, CSO/CBO and private sector participants.  

On behalf of MILS, I am grateful for your presence and I thank Mekong Institute for collaborating with us on this activity as the national coordinator.

My job here today is not to talk about the project, P’Nue and Mekong Institute colleagues will do that later. My job is to elaborate the linkage between Climate Change and Food Safety in the next 10 minutes.

Let me start by reimagining something everyone in this room is already very familiar with – Food Safety. 

When we talk about food safety, we always think about technicalities, legal institutions, regulations and capacity building.

But think about it.

When I hand you this mango, what am I really giving you? 

I’m offering  “trust”.  I’m telling you silently – trust me this food is safe.

It is free from pesticides or pathogens. It will not harm you but will only nourish you. You can trust me.

Food safety is not only a "technical condition" — it is a "relational agreement" built upon trust.

Food Safety is about trust-building between producers and consumers, farmers and traders, institutions and the people they serve.

Especially during this time of deep fragmentation at the global scale where trust between governments and nations, blocs, institutions and communities are very quickly eroding, we must remember that ultimately, what holds any agri-food system together — beyond policies, beyond funding — is trust.

Trust is not just a soft value; in fragile contexts like Myanmar today, trust becomes an infrastructure, invisible yet weaving through the social fabrics of the communities we live in. It is the hidden scaffolding of every safe, sustainable, and inclusive food systems are built upon.

In this spirit, we thank Mekong Institute for the foundation work done through PROSAFE over the past five years quietly helping us build trust through knowledge-sharing and capacity-development works.

However, this food safety systems and the trust it upholds are now facing a new kind of challenge today. Traditional challenges for food safety were tangible, visible and manageable: poor hygiene? Fine. Let’s train. Weak food safety regulation? Fine. Let’s reform. Infrastructure gap? Fine. Let’s invest. SME constraints? Fine. Let’s unlock private capital.

But now with this new type of challenge called climate change, – let me quote Donald Rumsfeld here – we are now in the terrain of “unknown unknown”. There are a lot of things we don’t know and what’s worse, we don’t know what we don’t know.

We don’t know if the new pattern of pest insects migration will occur or new strains of pathogens will emerge. We don’t know if our cereals will be more contaminated with mycotoxins or we don’t know anti-microbial resistance will make livestock production unfeasible. We don’t know if these risks will be in production side or distribution side or somewhere in between.

Climate change doesn’t just complicate food safety. It reshapes the entire risk landscape. And on top of all that, we have this increased geopolitical tensions and paradigm shifts which cause the funding bottle necks and making negotiation at COPs extremely tense.

But here is where our hope lies. Not in certainty but in coordinated, collective resilience. Not in having all the answers but in building systems that can learn, adapt and uphold trust under pressure.

And this is why this project, Mekong CREATES, matters. Because a project like this is not just an initiative but an invitation to rebuild trust at the intersection of science, resilience and community.

Before I conclude, I want to leave this image with you. This is a photo of young farmers who faced a terrible flood last year, learning climate-smart agriculture in our Shan State facility.

In a world of growing uncertainty, this is what building collective resilience looks like. If we invest in people, in practices, and in trust, then even in the face of climate disruption, we will have a system that holds.

 And if we keep doing this — together — then perhaps, in the face of the unknown, trust will be the infrastructure that carries us forward.

အလုပ်များနဲ့ မအားမလပ်တဲ့ကြားက ဒီနေ့အခမ်းအနားကိုတက်ရောက်ပေးလို့ ကျေးဇူးအထူးတင်ရှိပါတယ်။

ဒီမနက် ဒီခန်းမထဲမှာ ကျွန်တော်မျက်မှန်းတန်းမိနေတဲ့ လုပ်ဖေါ်ကိုင်ဘက် မိတ်ဆွေအများအပြားကိုတွေ့ရတဲ့အတွက်လဲ အထူးဝမ်းမြောက်မိပါတယ်။ Mekong Institute မှ တာဝန်ရှိပုဂ္ဂိုလ်များ၊ ကမ္ဘာ့ကုလသမဂ္ဂ အဖွဲ့အစည်းများဖြစ်ကြတဲ့ FAO, World Food Program (WFP), UNOPS, SUN Business Network (SBN Myanmar), Myanmar Livestock Federation, Myanmar Corn Industrial Association, WWF အစရှိတဲ့ အဖွဲ့အစည်းများမှ တာဝန်ရှိသူများ၊ NGO, CSO, CBO အသီးသီးနဲ့ ပုဂ္ဂလိကကဏ္ဍမှ ကိုယ်စားပြုတက်ရောက်ပေးကြသူများအားလုံးကို နှုတ်ခွန်းဆက်ပါတယ်။

ဒီနေ့အခန်းအနားအတွက် National Coordinator အဖြစ် ကျွန်တော်တို့နဲ့ ပူးပေါင်းဆောင်ရွက်ပေးတဲ့ Mekong Institute ကိုလည်း အထူးကျေးဇူးတင်ရှိပါတယ်။

ကျွန်တော့်ရဲ့ ဒီမနက်တာဝန်က Mekong CREATES ပရောဂျက်အကြောင်းပြောဖို့ မဟုတ်ပါဘူး။ ဒါကို Mekong Institute မှ P’Nue နဲ့ လုပ်ဖေါ်ကိုင်ဖက်တွေက ရှင်းပြပေးသွားမှာပါ။ ဒီ Podium မှာရပ်ရင်း နောက် ၁၀ မိနစ်မှာကျွန်တော် လုပ်ရမယ့်အလုပ်က ရာသီဥတုပြောင်းလဲမှုနဲ့ အစားအစာ ဘေးကင်းရေးကြားက ဆက်နွယ်မှုကို မတူညီတဲ့ ရှုတောင့်တွေကနေ ရှင်းလင်းပြောကြားဖို့ပါပဲ။

ပထမဆုံးအနေနဲ့  ဒီအခန်းထဲက လူတိုင်း အလွန်ရင်းနှီးပြီးသား ခေါင်းစဉ်တစ်ခုကို ပြန်လည်တွေးတော ဆင်ခြင်ကြည့်ဖို့ ခွင့်ပြုပါ – အဲဒါကတော့ အစားအစာ ဘေးကင်းရေး ပါပဲ။

အစားအစာ ဘေးကင်းရေး (Food Safety) လို့ ပြောလိုက်ရင် ကျွန်တော်တို့က နည်းပညာပိုင်းဆိုင်ရာတွေ၊ ဥပဒေရေးရာ အဖွဲ့အစည်းတွေ၊ စံချိန်စံနှုန်းသတ်မှတ်ချက်တွေ၊ စည်းမျဉ်းစည်းကမ်းတွေကိုဘဲ ပြေးမြင်တတ်ကြပါတယ်။

ဒါပေမယ့် သေသေချာချာ စဉ်းစားကြည့်ပါ။ <ဦးကျော်သူထက်မှ သရက်သီးကို ထောင်ပြ>

ကျွန်တော် တစုံတယောက်ကို ဒီသရက်သီးကို ပေးနေတဲ့အခါ ကျွန်တော်  တကယ်တမ်း ပေးနေတာက ဘာလဲ။


သရက်သီးဆိုတဲ့ ရုပ်ဝတ္တူအပြင် မမြင်ရဘဲ ကျွန်တော်ပေးနေတာ၊ တောင်းဆိုနေတာက “ယုံကြည်မှု” ပါ။ 

ကျွန်တော် စကားမပြောပဲနဲ့တောင် အသံတိတ်ပြောနေတာက – ဒီအစားအစာက ဘေးကင်းပါတယ်။ ကျွန်တော့်ကို ယုံပါ။ ဒီသရက်သီးမှာ ပိုးသတ်ဆေးတွေ ဒါမှမဟုတ် ရောဂါပိုးမွှားတွေ ကင်းစင်ပါတယ်။ ဒီသရက်သီးက ခင်ဗျားတို့ကို ဘယ်လိုမှ ထိခိုက်မှာမဟုတ်ပဲ အာဟာရပဲပေးပါလိမ့်မယ်။ ကျွန်တော့်ကို ယုံကြည်လို့ရပါတယ်။ အဲ့ဒီစကားတွေကို စကားလုံးတွေမပါဘဲ ကျွန်တော် အသံတိတ်ပြောနေရင်း ယုံကြည်မှုကို တည်ဆောက်ယူနေတာပါ။

အစားအစာ ဘေးကင်းရေးဆိုတာ နည်းပညာပိုင်းဆိုင်ရာ အခြေအနေ (Technical Condition) တခုတည်းမဟုတ်ပါဘူး။ ယုံကြည်မှု (Trust) ပေါ်မှာ မြစ်ဖျားခံတည်ဆောက်ထားတဲ့ ဆက်ဆံရေးဆိုင်ရာ ဘုံသဘောတူညီချက် (Relational Agreement) တစ်ခုပါ။

အစားအစာ ဘေးကင်းရေးဆိုတာက ထုတ်လုပ်သူနဲ့ စားသုံးသူ၊ တောင်သူလယ်သမားနဲ့ ကုန်သည်တွေ၊ အဖွဲ့အစည်းတွေနဲ့ ၎င်းတို့ ဝန်ဆောင်မှုပေးရတဲ့ ပြည်သူလူထုကြားက ယုံကြည်မှု တည်ဆောက်ခြင်း ပဲဖြစ်ပါတယ်။

အထူးသဖြင့် အစိုးရတွေနဲ့ နိုင်ငံတွေ၊ ဒေသတွင်းအုပ်စုတွေ၊ အဖွဲ့အစည်းတွေနဲ့ လူ့အဖွဲ့အစည်းတွေကြားက ယုံကြည်မှုတွေ အလွန်လျင်မြန်စွာ ပျောက်ဆုံးနေတဲ့ ဒီနေ့ ဒီလိုအချိန်၊ ကမ္ဘာတဝှမ်းမှာ နက်နက်ရှိုင်းရှိုင်းကွဲလွဲမှုတွေနဲ့ ကျွန်တော်တို့ ရင်ဆိုင်နေရချိန်မှာ ကျွန်တော်တို့ မမေ့မလျော့ သတိချပ်သင့်တာက နောက်ဆုံးမှာ မည်သည့် စိုက်ပျိုးမွေးမြူရေးနဲ့ စားနပ်ရိက္ခာ စနစ်မှာမဆို ကျားကန်ပေးထားတဲ့အရာဟာ မူဝါဒတွေ၊ ငွေကြေးထောက်ပံ့မှုတွေ မဟုတ်ပါဘူး။ ယုံကြည်မှုပဲဖြစ်တယ်ဆိုတာ ကျွန်တော်တို့ မမေ့သင့်ပါဘူး။

ယုံကြည်မှု (Trust) ဆိုတာ သိမ်မွေ့တဲ့ တန်ဖိုးတစ်ခု သက်သက်မဟုတ်ပါဘူး။ ဒီနေ့ မြန်မာနိုင်ငံလို ထိလွယ်ရှလွယ်တဲ့အခြေအနေတွေမှာဆိုရင် ယုံကြည်မှုဟာ မမြင်ရတဲ့အခြေခံအဆောက်အအုံတစ်ခု ဖြစ်လာပါတယ်။ ယုံကြည်မှု (Trust) ဟာ ကျွန်တော်တို့ မှီတင်းနေထိုင်နေကြရတဲ့ လူမှုအသိုင်းအဝိုင်းတွေရဲ့ အခြေခံဖွဲ့တည်မှု (social fabric) ကြားမှာ နက်နက်ရှိုင်းရှိုင်းပါဝင်ရက်လုပ်ထားတာဖြစ်ပါတယ်။ ယုံကြည်မှုဆိုတာ ဘေးကင်းပြီး ရေရှည်တည်တံ့ကာ လူတိုင်းပါဝင်နိုင်တဲ့ စားနပ်ရိက္ခာစနစ်တိုင်းရဲ့ အခြေခံ အုတ်မြစ်လည်းဖြစ်ပါတယ်။

ဒီနေရာမှာ လွန်ခဲ့တဲ့ ၅ နှစ်အတွင်း PROSAFE စီမံကိန်းရဲ့ အသိပညာမျှဝေခြင်းနဲ့ စွမ်းရည်မြှင့်တင်ရေး လုပ်ငန်းစဉ်တွေကတစ်ဆင့် မြန်မာနိုင်ငံစားနပ်ရိက္ခာစံနစ်တွေ အတွင်း ယုံကြည်မှုကို တိတ်တဆိတ် တည်ဆောက်ပေးခဲ့တဲ့ Mekong Institute ကို အထူးကျေးဇူးတင်ကြောင်းပြောလိုပါတယ်။

ဒါပေမယ့် ဒီနေ့ ဒီအချိန်မှာတော့ ကျွန်တော် ရှေ့မှာပြောခဲ့တဲ့ ဒီအစားအစာ ဘေးကင်းရေးစနစ်တွေဟာ အခုအခါမှာတော့ ခေတ်သစ် စိန်ခေါ်မှုတစ်မျိုးကို ရင်ဆိုင်နေရပါတယ်။ အစားအစာ ဘေးကင်းရေးအတွက် ရှေးယခင်က စိန်ခေါ်မှုတွေဟာ ကွဲကွဲပြားပြားမြင်နိုင်၊ ထိတွေ့တိုင်းတာနိုင်၊ စီမံခန့်ခွဲနိုင်တာတွေဖြစ်ခဲ့ပါတယ်။

အစားအစာထိတွေကိုင်တွယ်မှု (Food Hygiene) အားနည်းနေလား။ ကောင်းပါပြီ။ လေ့ကျင့်သင်ကြားပေးကြရအောင်။

အစားအစာ ဘေးကင်းရေး စည်းမျဉ်းစည်းကမ်းတွေ အားနည်းလား။ ကောင်းပါပြီ။ စည်းမျဉ်း ဥပဒေတွေကိုပြုပြင်ပြောင်းလဲကြရအောင်။

အခြေခံအဆောက်အအုံ ချို့တဲ့နေလား။ ကောင်းပါပြီ။ ရင်းနှီးမြှုပ်နှံမှုတွေပိုဖိတ်ခေါ်ကြရအောင်။

အသေးစားနဲ့ အလတ်စား လုပ်ငန်းတွေ အခက်အခဲရှိလား။ ကောင်းပါပြီ။ ပုဂ္ဂလိကရင်းနှီးမြှုပ်နှံမှုတွေ အတွက်လမ်းဖွင့်ပေးကြရအောင်။

ဆိုလိုတာက အရင်က ကျွန်တော်တို့ ရင်ဆိုင်ခဲ့ရတဲ့ စိန်ခေါ်မှုတွေဟာ ထိထိရောက်ရောက် ကိုင်တွယ် တိုင်းတာ စီမံဖြေရှင်းနိုင်တဲ့ အရာတွေဖြစ်ခဲ့ပါတယ်။

ဒါပေမယ့် ဒီနေ့ ဒီအချိန် ရာသီဥတုပြောင်းလဲမှု (Climate Change) လို့ခေါ်တဲ့ ခေတ်သစ် စိန်ခေါ်မှုမျိုးနဲ့ ရင်ဆိုင်နေရတဲ့ အချိန်မှာတော့ အဲ့ဒါတွေထက် အဆပေါင်းများစွာကြီးတဲ့ မသေချာ မရေရာမှု၊ စိတ်ခေါ်မှုတွေကို ကျွန်တော်တို့ ရင်ဆိုင်နေရပါပြီ။

Donald Rumsfeld ရဲ့စကားအတိုင်းဆို ကျွန်တော်တို့ဟာ အခု “ကိုယ်ဘာမသိသေးဘူးလဲဆိုတာကို မသိသေးတဲ့” (Unknown unknown) တွေနဲ့ ရင်ဆိုင်နေရတာပါ။ မှန်ပါတယ်။ ကျွန်တော်တို့ မသိသေးတဲ့ အရာတွေ အများကြီးရှိပါတယ်။ အနည်းဆုံးတော့ အရင်က ကိုယ်ဘာကိုမသိသေးတာကို သိတော့ အဲ့တာကို ရှာဖွေဖေါ်ထုတ်လေ့လာစီမံခန့်ခွဲနိုင်ခဲ့ပါသေးတယ်။ ဒါပေမယ့် အခုအချိန်မှာ ပိုဆိုးတာက ကျွန်တော်တို့ ဘာကိုမသိသေးလဲဆိုတာကို ကိုယ်တိုင်မသိနိုင်တော့ပါဘူး။

ဥပမာ ရာသီဥတုဖေါက်ပြန်ပြောင်းလဲမှုတွေကြောင့် ပိုးမွှားအင်းဆက်တွေ ရွှေ့ပြောင်းမှုပုံစံသစ်တွေဘဲ ဖြစ်ပေါ်လာမလား (သို့) ရောဂါပိုးမွှားမျိုးစိတ်သစ်တွေဘဲ ပေါ်ထွက်လာမလား ကျွန်တော်တို့ မသိပါဘူး။ ကျွန်တော်တို့ရဲ့ ကောက်ပဲသီးနှံတွေမှာ မှိုအဆိပ်တွေဘဲ ပိုမိုပါဝင်လာမလား (သို့) မွေးမြူရေးတိရိစ္ဆာန်များရဲ့ ရောဂါခုခံနိုင်စွမ်း ကျဆင်းမှုကြောင့် မွေးမြူရေးလုပ်ငန်းတွေ ဆက်လက်လုပ်ကိုင်နိုင်ပါတော့မလား ဆိုတာ ကျွန်တော်တို့မသိပါဘူး။ ဒီစိန်ခေါ်မှုတွေက ထုတ်လုပ်မှုဘက်မှာဘဲဖြစ်မလား၊ ဖြန့်ဖြူးရေးဘက်မှာလား၊ ဒါမှမဟုတ် ကြားထဲက တစ်နေရာရာမှာ ဖြစ်လာမှာလား ဆိုတာကိုလည်း ကျွန်တော်တို့မသိသေးပါဘူး။

ရာသီဥတုပြောင်းလဲမှုဟာ အစားအစာ ဘေးကင်းရေးကို ရှုပ်ထွေးစေရုံသာမကပါဘူး ၎င်းရဲ့ ဘေးအန္တရာယ် ရှုထောင့်အသီးသီးကို အလုံးစုံ မြေလှန် ပုံဖော်ပစ်လိုက်ပါတယ်။ ဒီ မသိကိန်းတွေ၊ စိန်ခေါ်မှုတွေအပြင် ရာသီဥတုပြောင်းလဲမှုကို လျှော့ချဖို့၊ စားနပ်ရိက္ခာတွေ ကြံ့ကြံ့ခံ ဆက်လက်ထုတ်နိုင်ဖို့ အပြောင်းအလဲတွေဟာ ကမ္ဘာ့တဝှမ်း ငွေကြေးထောက်ပံ့မှု အခက်အခဲတွေ ဖြစ်ပေါ်စေပြီး COP ဆွေးနွေးပွဲတွေကို အလွန်တင်းမာပြီး ညှိနှိုင်းရခက်ခဲတဲ့ စကားဝိုင်းတွေအဖြစ်ပြောင်းလဲပစ်ပါတယ်။

ဒါပေမယ့် အဲ့ဒီအခက်အခဲတွေ စိန်ခေါ်မှုတွေကြားမှာကိုဘဲကျွန်တော်တို့ရဲ့ မျှော်လင့်ချက်တွေ ရှိနေပါတယ်။ သေချာရေရာမှုတွေ နည်းလာတဲ့ အချိန်မှာ ပိုပြီး ချိတ်ဆက်မှုအားကောင်းပြီး အားလုံးပါဝင်နိုင်မယ့် ကြံ့ကြံခံနိုင်မှု (Coordinated, collective resilience) ကိုရှေးရှုတည်ဆောက်ကြရပါမယ်။ ဖိအားတွေအောက်မှာ လိုက်လျောညီထွေဖြစ်စွာနဲ့ ယုံကြည်မှုတွေကိုဆက်လက်တည်ဆောက်တည်ဆောက်ရင်း ကြံကြံခံနိုင်အောင်ကြိုးစားကြရပါမယ်။

ဒီနောက်ခံအကြောင်းအရာတွေကြောင့်ပဲ ဒီနေ့ မြန်မာနိုင်ငံမှာ စတင်မယ့် Mekong CREATES ဆိုတဲ့ ပရောဂျက်ဟာ အရေးပါတာပါ။ ဒီ Mekong CREATES ဟာ စီမံချက်တစ်ခုသက်သက်သာမကပဲ သိပ္ပံ (Science)၊ ကြံ့ကြံ့ခံနိုင်မှု (Resilience) နဲ့ လူထု (Community) ဆုံချက်မှာ ယုံကြည်မှုကို ပြန်လည်တည်ဆောက်ဖို့ ဖိတ်ခေါ်ချက်ပါ။

ကျွန်တော့် စကားလေး အဆုံးမသတ်ခင်မှာ မြင်ကွင်းလေးတစ်ခုကို မျှဝေချင်ပါတယ်။ ဒီဓါတ်ပုံလေးက လွန်ခဲ့တဲ့နှစ်က ဆိုးရွားစွာ ရေကြီးတဲ့ဒဏ်ကို ခံခဲ့ရတဲ့ တောင်သူလူငယ်တွေဟာ ရှမ်းပြည်နယ်က ကျွန်တော်တို့ရဲ့ စင်တာလေးမှာ ရာသီဥတုနဲ့ လိုက်လျောညီထွေရှိတဲ့ စိုက်ပျိုးရေးနည်းစနစ်တွေကို သင်ယူနေကြတဲ့ ပုံတစ်ပုံပါ။

မရေရာမှုတွေ ပိုပိုများလာတဲ့ ဒီကမ္ဘာကြီးထဲမှာ၊ ဒါဟာ အားလုံးပါဝင်တဲ့ ကြံ့ကြံ့ခံနိုင်မှု (Collective resilience) ကို တည်ဆောက်နေပုံပါပဲ။ ကျွန်တော်တို့ဟာ လူသားအရင်းအမြစ်တွေ၊ လုပ်ငန်းစဉ်တွေ နဲ့ ယုံကြည်မှုတည်ဆောက်နိုင်ရေးတွေအတွက် အမျှော်အမြင်ရှိရှိနဲ့ရင်းနှီးမြှုပ်နှံထားမယ်ဆိုရင်၊ ရာသီဥတု ပြောင်းလဲမှုနဲ့ သူနဲ့တွဲပါလာမယ့်အကြပ်အတည်းတွေကို ရင်ဆိုင်ရတဲ့အခါမှာ ကြံံ့ကြံ့ခံနိုင်ပြီး မြဲမြဲမြန်မြန် ဆက်လက်ရှင်သန်ရပ်တည်နိုင်မယ့် စနစ်တစ်ရပ်ကို ကျွန်တော်တို့ တည်ဆောက်နိုင်မယ်လို့ ကျွန်တော် လေးလေးနက်နက်ယုံကြည်ပါတယ်။

ဒါကို ဆက်လက်ပြီး ကျွန်တော်တို့အားလုံး အတူတကွလုပ်ဆောင်သွားမယ်ဆိုရင် မရေရာ မသေချာမှုတွေကြားမှာ ကျွန်တော်တို့ကြိုမသိနိုင်တဲ့အရာတွေကို ရင်ဆိုင်ရတဲ့အခါမှာ ယုံကြည်မှုဟာ ကျွန်တော်တို့ကို ကျားကန်ထားပေးမယ့် အခြေခံအဆောက်အအုံတစ်ရပ် ဖြစ်လာပါလိမ့်မယ်။
