Distinguished guests, colleagues, ladies and gentle men, a very good morning to you all.
I would like to begin my opening remarks with a blatant question:
“When the very fundamental elements of our existence – our climate, our markets, our food, and even our futures – become fraught with uncertainty, what can we hold onto? How do we build resilience?”
Let us hold that thought for a moment, as I would like to take us back to the year 2019. In November of that year, MILS successfully convened the Food Safety Forum as a Tri-sector Dialogue. It was recorded as a cornerstone event in the efforts to advance Myanmar's food safety sector. At that time, the context was relatively straightforward. The primary focus of that initiative was to address the food safety concerns that were hindering continued investment and the robust growth of Myanmar's promising agriculture sector.
However, in the six years since 2019 up to the present, both Myanmar and the world have experienced a multitude of upheavals. The COVID-19 pandemic, geopolitical power plays including conflicts in Europe, domestic crises in Myanmar, and the impacts of climate disruption have been acutely felt in the food production sector. Everyone, from farmers and producers to consumers, has been severely affected by these shocks.
Because of these impacts, our operating environment today is no longer as simple as it was in 2019. It has become vastly more complex. In the face of this increased complexity, we can no longer approach food production solely from a direct value chain perspective. We must now adopt a Food Systems Lens.
Food Systems are built upon highly intricate and interconnected production chains. The wooden chairs in this hall passed through roughly four or five stages from the forest to this room. This snack in my hand, however, passed through approximately 20 to 30 stages along its value chain before becoming the final product you see. From inputs and seeds for growing wheat, to harvesting and post-harvest stages, to milling into flour, packaging, transportation, production into biscuits, and final packaging –every step required the managed use of water, energy, and human resources, all seamlessly coordinated, to bring this final product to my hand. Food Systems are among the most complex systems in the world, involving the most intricate value chains.
And herein lies the problem: the more complex a system becomes, the more vulnerable and fragile it tends to be. The greater the complexity, the greater the fragility. When crises are superimposed upon this inherent complexity and fragility, how do we confront the resulting situations and uncertainties?
We must engage. We must connect. Just as a mother frequently calls to check on her child, or a project manager regularly communicates with team members, we too must foster inclusive engagement within our broader food system. Today's Food Systems Forum is an effort to facilitate precisely that kind of inclusive engagement. This is what I, as a social entrepreneur, can contribute.
I began drafting the concept note for this Forum around the end of 2024, and it has evolved through successive discussions with co-organizers and partners. We have strived our utmost to design inclusive discussion formats. I am particularly excited that today we will be introducing a "Fishbowl Discussion," designed to enable more inclusive participation from diverse sectors. I am also proud to announce that this Forum is an Official Independent Dialogue of the UN Food Systems Summit. I am confident that the hosts of the 30 dialogues taking place today, which will be conducted in various formats across four breakout rooms, will excellently facilitate and lead these discussions.
Given the constraints of this Forum, the most significant limitation is time. I fully recognize that our distinguished speakers and panelists are experts and leaders in their respective fields, with a great deal they wish and need to share.
However, our task today is less about delving into detailed technical specifics of each sector, and more about identifying patterns. We must focus on discussing the patterns of challenges, constraints, what is working and what is not within your respective domains. It is through this that we can steer towards solutions that build greater resilience. I respectfully request that you honor the time and generously share the floor with fellow speakers.
Among today's 30+ dialogues, there are some that are crucial yet, given current circumstances, may attract less attention. These include the Roundtable on domestic seed production, vital for community food sovereignty; the Roundtable on Nature-based Solutions led by WWF Myanmar; and the discussion on Digital Innovation, all in Breakout Room 2. I earnestly encourage interested experts and stakeholders to join these conversations.
In terms of acknowledgements, I extend my profound gratitude to our co-organizers – SBN Myanmar, the World Food Programme, the Mekong Institute, and the Embassy of France to Myanmar for their recognition and support – for entrusting us as the convener. My thanks also go to our headline partner, Food Panda, along with all our corporate and supporting partners, dialogue hosts, our distinguished speakers, and all organizations and individuals in attendance.
I would like to offer a special word of thanks to the Mekong Institute, an inter-governmental organization actively leading development in the Greater Mekong Subregion, for confidently choosing to collaborate and integrate the Mekong CREATES Agri-food Systems Forum under this Food Systems Forum.
I would like to conclude my opening remarks by returning to the question I posed at the beginning.
I asked:
“When the very elements of our existence – our climate, our markets, our food, and even our futures – become fraught with uncertainty, what can we hold onto? How do we build resilience?”
The answer is trust. We must build trust. The more complex and fragile our circumstances and systems become, the more we need to build stronger, more transparent foundations of trust.
Myanmar is home to a great many groups and associations. I acknowledge and thank you for your generosity and diligent efforts. However, forming a group is only the first step; it is not the final solution. There is much work that follows. The most critical task is for these diverse groups to work together in a balanced and interconnected manner. Without this, to use the analogy of a watch, we remain merely a collection of disorganized cogs and gears. Only when they are interconnected and working in harmony do they become a functional timepiece.
Viewed through this lens, I urge us not to approach the dialogues today – whether panels, fishbowls, or roundtables – with the mindset of simply answering the host's question. Instead, the diverse sectors within the food system must use these dialogues to mutually inform one another: what others are doing, their expectations, the challenges they face, and which approaches are proving effective. It is through such dialogue that we will build trust.
Trust is a fundamental infrastructure, much like roads, bridges, and irrigation systems. Trust is a critical form of infrastructure. Even if crises prevent us from building new roads or bridges, we can still construct this foundational infrastructure of trust. Interestingly, to build this "Trust Infrastructure," we do not need bulldozers or heavy machinery. We only need to engage in open, effective, and respectful dialogue.
It is my hope that through the dialogues at today's Food Systems Forum, we can begin to build the trust necessary for a resilient future – to develop anti-fragile systems that grow stronger, not weaker, under pressure.
With that, I conclude my opening remarks.
We have a lot of work today. Let’s start working.
